ROLE PURPOSE:
Under the supervision of Child Protection Coordinator, the Child Protection and GBV Officer is responsible for the day-to-day implementation of the various protection activities in the field locations under her/his responsibility. Main responsibility is to plan activities, supervise, implement, and monitor GBV related across activities taking place in Child Friendly Spaces, Adolescent Girl Friendly Spaces and other MHPSS activites. S/he plays a key focal point role to develop material, plan sessions, communicate messaging, build capacities of facilitators and social workers, and in the coordination with other humanitarian sectors to develop inter-sectoral activities and strategies. For this, s/he needs to constantly listen, gather and use information and feedback provided by children, adolescents and other community members.
The GBV Officer, together with the CP Officer and the rest of the CP team, responsible for planning and facilitate outreach work in the affected communities and to ensure that our staff, volunteers and Community Based Child Protection Committees/Networks (CBCPC/N) are technical updated by providing daily on-site supervision, hands-on capacity building, and coaching on GBV issues. The GBV Officer identifies and refers GBV survivors of cases to case management and other services and identifies and follow up children with need of more specialized services including providers to Clinical Management of Rape (CMR).
Also, responsible for supporting GBV response needs and programmatic assessments, supporting the preparation of activity and protection reports and analysis (information collection, community consultations, etc.), identifying and communicating GBV protection concerns in his/her locations, identifying and communicating programmatic needs in targeted locations, work with CP Officers in providing capacity building to key stakeholders, and collecting and managing project data ensuring the highest standards of data and information protection and confidentiality.
The GBV Officer is responsible for the implementation of Save the Children’s Child Safeguarding (CSG) policy in all activites within the CP programs in their area of responsibilities and make sure that activities are safe and inclusive, and that there is absolutely zero tolerance for corporal punishment or aggression volunteers, guards or other staff, directed to children. The CP Officer is responsible for taking disciplinary actions and following the reporting procedures in case of any breach of Save the Children’s CSG policy.
KEY AREAS OF ACCOUNTABILITY:
Child protection team management and program implementation
- Ensure the organization and the implementation of all GBV activities at field level in accordance with the agreed workplan and meeting Minimum Standards for Child Protection in Humanitarean Action (CPMS) and GBV Response Standards in all aspects of the work.
- Collaborate in the development of curricula, tools and other resources for GBV activities hosted in the Child Friendly Spaces (CFSs) and Girls Friendly Spaces (GFSs).
- Identify strategies to ensure that GBV elated activites are cultural appropriate, gender and age sensitive and that activities represent and include different population groups (ethnicities, minorities, vulnerabilities)
- Identify, design and facilitate GBV related activities tailored to age and vulnerability type in collaboration with activities’ facilitator.
- Draft, in collaboration with children and facilitators the GBV related activities in the CFS/GFS in regular basis.
- Ensure meeting with women and girls groups to conduct safety audit using assessment tools to identify GBV related risks trends, gather information and analyse data and share key findings and recomendations in regular meetings project coordinator and adapt programmes to mitigate risk.
- Support in the development of IEC (information, education, and communication material) for use in the CFS/GFSs and the wider community for GBV response.
- Refer SGBV survivors and other children with need of specialized services to the Case Management team for their actions and referrals (ensuring to not proactively seek for survivors).
- Participate in conducting needs and programmatic assessments in targeted locations.
- Engage with communities directly and create awareness on GBV prevention and response and other protection-related issues.
- Organize trainings for community members, partner staff and other local authorities on GBV topics.
- Conduct community meetings, FGDs, and other direct community activities as part of protection and GBV monitoring.
- Participate in relevant national and field level coordination meetings related to GBV including with GBV subsector.
- Manage SC protection assets assigned to the field of operation that related to the area of responsibility.
- Carry out any delegated activities as assigned by SC management at the field level including supervision of field bases.
- Contribute to development of GBV service mapping and referral pathways are updated by locations and ensure that these are disseminated and understood among staff and facilitators in all program areas.
- Coordinate and contribute to community-based GBV system, make sure that a clear ToR is understood and followed, that the women groups are receiving appropriate capacity building, support and coaching.
Human Recourse Management and activity monitoring
- Hold weekly planning and supervision/ evaluation meetings in regard to GBV with CFS and/or GFS facilitators in each site to ensure that plans are followed, and actions implemented according to standard operating procedures and quality benchmarks.
- In coordination with CP officer, supervise the development of the weekly work plan and staff activity reports.
- Identify capacity building needs and opportunities within the child protection team on GBV and sectors, mommitments and facilitate capacity building activities as required
- Collaborate with the MEAL team and the CP Officer to ensure activities feedback mechanisms are child friendly and relevant and informs GBV prevention risks inside and outside the CFS and GFSs.
- With support from the MEAL team, gather children’s (at the CFSs) and adolescent girls’ (at the GFSs) feedback on activities, schedule and methodologies used.
- Monitor the quality and impact of GBV activities.
Reporting
- Lead on the development and submission of weekly GBV activity reports, including the attendance in for the various GBV activities.
- Provide timely and quality inputs to meet reporting requirements and timeline; necessary activity and GBV reports (weekly, monthly, ad hoc).
- Support in preparing quality and timely reports related to GBV for donors and Senior Management with relevant materials.
- Ensure all GBV activities are documented, filed and up to date.
- Under supervision of the CP Coordinator, ensure good practices are captured, documented and disseminated at project level and thematic program level.
QUALIFICATIONS AND EXPERIENCE AND SKILLS
- Educational background in social sciences, psychology, or another relevant field at minimum at the level of secondary education, or equivalent experience from working directly with children.
- Female candidates are strongly encouraged to apply for the positions. Female candidates who may not meet the formal education requirements, but showing a good understanding of gender dynamics, including gender-based violence may be considered for the role.
- Strong interpersonal, communication and presentation skills and capacity to maintain relations with government officials, community leaders, children, and youth.
- Basic knowledge in computer use including Microsoft Office and excel.
- Flexibility and willingness to change work practices and hours and spend time in the field, sometimes in difficult conditions and with limited resources, and with remote management.
- The successful candidates must know and understand the local context including social norms in eastern Sudan, GBV related context; relationship dynamics within the community; and cultural practices impacting on sex, gender and child welfare.
- Understand protection concerns for children, have good knowledge of indicators for and consequences of abuse, neglect, exploitation, and violence on children, and demonstrate a strong commitment to work in child protection.

- Good understanding of English and Arabic is desirable
