CHILD SAFEGUARDING: 

Level 3:  the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

The Project Manger will lead over all implmenation of Durable Solation in close coordination with Head of Programme Implemnation and Deputy Director of Programme Implemnation, The Project Manager in collaboration with the project team is responsible for planning, managing, coordinating, and monitoring project activities as per donor requirements and Save the Children regulations, complainces and donor requirement as well as build and maintain relationships with partners and other project stakeholders to assist the achievement of the project objectives, advancing Save the children work serving targteted communities. The Project Management skills and knowledge will ensure that the Sudan Country Program delivers high-quality programming and continuously works towards improving the impact of its programming, The Project Manager will provide strategic community leadership and management support through coordination, integration and overseeing the implementation of efficient and effective area projects/programs. Link to build and strengthen relationships in the field with community, local leaders, government, NGOs, UN agencies and other partners. Project Manager will be responsabile of liaising with consortium partners, managing workplans in line with project objectives and timelines, etc. The project manager will support in quality reporting to the donor, and ensuring smooth implementation of activities in line with donor requirements.

The role holder is expected to collaborate across all sectors of interventions and with a cross-functional approach.  Druable Solution project will initially include interventions within the technical sectors of Food Security with strong protection mainstreaming; but there is potential for expansion.  Save the Children’s programme has a large geographical footprint in Sudan, with programmes in many states. The agency works in Child Rights Governance, Child Protection, Education, Health, Nutrition, WASH, Shelter-NFI, and Food Security and Livelihoods. We are a full spectrum agency, delivering humanitarian and development programming.

Representation:

KEY AREAS OF ACCOUNTABILITY : 

  • Prepare and oversee programme implementation to ensure timely delivery of programme activities (for example, monitoring against log frames, individual performance management work plans). In the Manager role, ensure effective management of Durable Solation programme, including budget management of multiple awards, developing and monitoring of Durable Solation programme work plan, and line-management management of protection asspect as relevant.
  • Lead team in planning and implementing all activities throughout relevant project cycles – project design, start-up, implementation and close-out – to ensure efficient and effective implementation in line with Save the Children program quality principles and standards, donor requirements, and good practices. Ensure project team and partner staff use the appropriate systems and tools.
  • Ensure project integration with the other projects in the same area to encourage holistic approach
  • Be vigilant to draw learning from monitoring and propose new interventions to ensure al the needs of the communities are addressed either from Save the Chldren or other partners
  • Champion learning with project staff and partner teams.Analyze and evaluate project performance data following MEAL policy. Proactively identify issues and concerns and use participatory processes to overcome implementation obstacles.
  • Act as a key resource person in project design and proposal development in respective programming area, gap-filling and taking on growth responsibilities, as needed.
  • Identify staff and partnerdevelopment needs and support implementation ofcapacity building activities.
  • Help identify, assessand strengthen partnerships, applying appropriate application of partnership concepts, tools and approaches.
  • Coordinate and monitor financial and material resources relevant to project needs. Through planning and oversight, ensure efficient use of project resources.
  • Ensure regular and effective communication of field implementation progress and challenges to line manager and Head of Office. Proactively identify and mitigate project risks
  •  Coordinate and liaise with National support teams to ensure quality project support in HR, Logistics, Procurement, Finance etc
  • Coordinates with consortium partners for integrated programming based on data and evidence analysed from field level assessments
  • In coordination with Head of programme Implemnation and Deupty Director of Program Operation liaises with local authorities, community focal points, and other relevant stakeholders to ensure understanding and acceptance of the project
  • Participate in relevant state level coordination such as state level Durable Solutions Working Group meetings, and participate in national coordination forums when required
  • Collaborate with the supply chain team to develop and maintain programme-based procurement plans.
  • Ensure logistics and procurement processes are in place.
  • Collaborate with the supply chain team to ensure field-based records are well managed, fulfill DRC and donor requirements, and are up-to-date.
  • Create and update spending plans and monitor budget lines to ensure spending is in line with project timelines, donor compliance requirements, and workplans.
  • Design and support in conducting needs assessments to inform program design as well as identify risks and vulnerabilities, including those related to gender, age and diversity.
  • Contribute to the strategic direction of Sudan programming through active and ongoing participation in and contribution to strategic planning meetings
  • Work with the Head of Programmes, Grants Coordinator, and finance team to contribute to new project development, including both narratives and budgets
  • Provide coaching, strategically tailor individual development plans, contribute to the recruitment process of project staff, and complete performance management for direct reportsCapacity Building:

Technical programme implementation:

  • Maintain and enhance system to ensure durable solation aspect considered and adapted,
  • Identify learning and training opportunities for Save the Children staff and partners and work as a mentor and role model for less experienced staff. Together with other sectors, identify sector-integrated capacity building opportunities.
  • Put particular effort into supporting the exitsing CP staff to develop programme management skills. 

Representation, Advocacy & Organisational Learning:

  • Ensure that Save the Children’s work is coordinated with efforts of other agencies and Government, and take a leadership role within Interagency Coordination forums, ensuring the specific needs of children are being addressed.
  • Take steps to document lessons learned for wider dissemination.
  • In collaboration with SC Durable Solation colleagues, feed in learning, experiences and evidence to relevant global Durable Solation advocacy objectives.
  • Identify opportunities and material to contribute to communications and media work, acting as a spokesperson when required.

Minimum Qualification, Skills and Experience Required:

QUALIFICATIONS

University degree in Community Development, International Development, Rural Development, Peace Building, International Relations, or in a similar fieldis preferred. Additional experience may substitute for some education any other relevant field .

EXPERIENCE AND SKILLS

Essential

  • At least 5 years of progressive responsibility working in humanitarian programmes with INGOs.
  • Experience of working within Durbale Solation (including experience managing response at the field level), including in assessment, design and implementation of programming.
  • Excellent oral and written communication skills in English and Arabic. 
  • Excellent computer skills in MS packages (Computer Applications: Word, Excel, PowerPoint etc.)
  • Demonstrated capacity to work autonomously under pressure and with tight deadlines. 
  • Outstanding coordination and interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels.  Willingness to learn and share information. 
  • Demonstrated capacity to coordinate with multiple other stakeholders, including government authorities, community representatives, the UN and other humanitarian agencies.
  • Commitment to achieving the highest levels of safeguarding and accountability to affected populations.
  • Self-motivated with the ability to work autonomously in a highly stressful and challenging environment. Commitment to work longer hours/weekends when needed.
  • Commitment to the aims and principles of Save the Children, in particular a good understanding of Save the Children’s mandate and child focus.

Desirable

  • Experience of managing large multi-million programme budgets.
  • Strong analysis, planning and organisational skills.
  • Specific knowledge and experience of emergency response in one of the following technical sectors: Health, Nutrition, WASH, Shelter-NFI, Cash, Child Protection.
  • Good knowledge of humanitarian coordination and funding mechanisms. Demonstrable knowledge of international humanitarian law and principles.
  • Experience of all elements of proposal and budget development.   
  • Track record of supporting the maintenance of safety and security of teams.
  • Experience of working in hostile environments.
