SCOPE OF ROLE:

Reports to: Head of Program Implementation Manager 

Staff reporting to this post:

Direct: Finance Officer in the location where the role is based

Indirect: Finance Officers and cashier of other Field offices in the area

Budget Responsibilities: None

Role Dimensions: Save the Children International in Sudan is working across Sudan e.g. Red Sea, Khartoum, South & North Kordofan, North, West & Central Darfur States etc. in Sudan. Our thematic coverage includes child rights governance, child protection, education, health, nutrition, WASH, livelihoods, and humanitarian emergencies. We maintain diversified sources of funding including SIDA, BHA, SHF, BMZ, DFATD, GSK, EC/ECHO etc.

This is a challenging role in a complex environment. It requires a dedicated, experienced and highly motivated individual who can manage the difficulties of living and working in such an environment and still be fundamental in helping to drive forward our programmes and our ambitions. 

Financial Management and control

  • Provide oversight into the operations of the field office.
  • Take appropriate steps to minimise the risk of fraud or theft 
  • Maintain the accounting system and support budget holders with coding, reporting and analysis 
  • Checking day to day field financial documents and ensure sufficient supporting documents before pay within the level in coordination and follow-up with the area finance manager.
  • Posting to the Agreso finance system complete document and report within the field level in contact with area finance manager. 
  • Coordinate with the finance manager and other finance team in the area to ensure delivery of monthly reports, adequate cash flow , month end and year end procedures
  • Completion and follow-up on action points from monthly checklist reviews in coordination with area finance manager, 
  • Support in closing accounts at the end of month and financial year 
  • Make sure that all donors and members compliance have been implemented 
  • Provide budget monitoring information in contacted with finance manager for the field implimintation Manager and other budget holders 
  • Prepare financial reports and other required reports by donors and members within the level, 
  • Oversee banking arrangements  and Cash delivery through Juab office within the field

Partnership support 

  • Support in partner assessments, kick off meetings and monitoring visits
  • Review partner budgets and financial reports
  • Conduct regular reviews of financial support documents reflect the reported amounts in financial and narrative reports
  • Develop and ensure adherence to compliance check list for partners in accordance to SCI and donor requirements.

Budget Support

  • Maintain the Masterbudget for  KUMO field Office and input into the SK area Offices Masterbudget 
  • Conduct field Office level monthly BvA meetings with Budget Holders and follow up 
  • implementation of the action points 
  • Produce the necessary financial reports as per the donor requirements 
  • Collaborate with the area finance manager and the teams to ensure audit reports for all awards are done in a timely manner 
  • Ensure the field office is compliant at all times with the donor requirements. 
  • Support field Team on KPI and II, I performance and shared on weekly basis spend analysis with HPI and DDPO. 

Capacity Building

  • Train and mentor Finance staff 
  • Conduct trainings on financial management and budgeting to Budget Holders and Finance staff
  • Induct new staff on SCI Sudan Procedures.

QUALIFICATIONS

  • Bachelor’s Degree in Accounting, Finance or related field.
  • Qualified/part qualified professional accountant (internationally recognised qualification, practical experience equivalent will be considered) with substantial post qualification accounting experience

Essential

  • Experience of and well developed skills in staff management, supervision and capacity building
  • Proven track record of supporting a management team 
  • Knowledge of the requirements of the major emergency and development donors and experience in budgeting and reporting to donors.
  • Good attention to detail and analytical skills
  • Computer literate (i.e. WORD, advanced Excel, Outlook, Internet Explorer, financial systems)
  • Patient, adaptable, flexible, able to improvise and remain responsive and communicate clearly and effectively under pressure
  • Excellent planning, management and coordination skills, with the ability to organise a workload comprised of varying and changing tasks and responsibilities
  • Strong communication (written and spoken), and interpersonal skills in English, with experience in managing multicultural teams
  • Experience with any Save the Children financial systems and overseas accounting software (Agresso)
  • Fluent in English and  Arabic 

Desirable

  • Cultural awareness and ability to build relationships quickly with a wide variety of people
