The Advocacy & Inclusion Officer provides technical guidance and oversight on the implementation of We are Able Project in Sudan with focus on inclusion of rights, needs and priorities of persons with disabilities and other vulnerable groups in food security strategies, legislations, policies, plans and projects related to Food security. The position holder is expected to work closely with project staff, consortium partners and other stakeholders in Sudan and abroad to identify gaps, design and tailor context sensitive advocacy and lobbying strategies and support PDWs to engage genuinely with planners, legislators, policy, and decision makers to create an enabling environment for right to food action at grassroots and improve their right to food and food security. 

  1. KEY RESPONSIBILITIES:

 The Advocacy & Inclusion Officer ensures the following:

  1. ZOA senior management team in Sudan, consortium partners, stakeholders and project staff at all levels shows increased understanding of inclusive programming and demonstrate improved capacity to address rights, needs and priorities of PWDs to ensure equitable benefits to target groups in vulnerable communities served by WaA project in Sudan.
  2. Programme teams engage genuinely with PWDs and other stakeholders concerned with food security and supporting them to review strategies, plans, policies, legislations, and projects to identify gaps, recommend appropriate actions and plan timely and context sensitive lobby and advocacy activities to improve food security for PDWs and other vulnerable groups in project target areas and Sudan.
  3. Programming is directed towards inclusive food security in line with rights, needs and food security priorities of PDWs in project sites and across the consortium in the remining project cycle ((re)design, implementation, monitoring, and evaluation).
  4. Strategies and plans are in place to advocate and lobby for improved and inclusive food security for PWDs and other marginalized groups.
  5. PWDs, OPDs and CSOs have skills and capacity to advocate for their rights in general, and their right to food security in particular.
  6. We are Able (WaA!) project is addressing barriers of access of PWDs to food security through systematic identification of cultural, attitudinal, institutional, and other barriers and promoting initiatives that achieve inclusion.
  7. Performance and impact indicators are set and monitored at strategy, outcome, and activity levels.
  8. Best practices and success stories of improving food security situation for PWDs in similar contexts and projects are simplified / adapted and shared with PWDs and other stakeholders in Sudan.
  9. Designed and implemented lobby and advocacy activities to improve food security situation for PWDs are context and time sensitive, properly implemented, closely monitored and their outcomes are evaluated, documented, and shared with the concerned stakeholders.
  10. Provide technical support to consortium partners in field of inclusion, lobby and advocacy with special focus to African Disability Forum (ADF) an umbrella organization for persons with disability to enable them to carry out Lobby and advocacy activities.
  11. Visibility of WaA is recognized and maintained throughout the project life span.
  12. Continuous learning between consortium partners and other relevant entities.
  13. Provide support on other projects in within the area of specialism as per the request from Line Manager.

Minimum Qualification, Skills and Experience Required:

COMPETENCIES:

Required qualifications, experience & competencies:

  • At least 5 years’ experience in the development sector with Social Inclusion Programming.
  • Minimum of 3 years’ experience in leading and managing cross functional teams.
  • A university degree (master’s or equivalent) specialized in disability, gender, rights–based programming or similar themes.
  • Extensive knowledge on state, national and international laws, legislations and policies related to social inclusion and promoting rights of PWDs to food security.
  • Strong advocacy and training skills.
  • Excellent interpersonal, representational and networking skills
  • Good knowledge of project logic and design
  • Knowledge / experience on cross cutting sectors; Gender, Disability, Peacebuilding and Social cohesion
  • Knowledge and experience of holistic community development and civil society strengthening. 
  • Sound English and Arabic communication skills.

As a part of its recruitment process, ZOA conducts comprehensive background and reference checks for all candidates. These checks include looking into government sanction lists and possibly criminal records. WE OFFER: The salary scale for this position is Scale H, ranged between Grade H 5- H 6 based on experience and qualifications (893-937 USD per month) basic salary.

Duty Station: Gedaref with up to 60% of time required for travel to the project areas in Gedaref State
