PURPOSE OF THE POSITION:
The Procurements Officer is responsible for all procurements activities in Gedaref Office and adequately handled according to the ZOA standards and is able to account for these activities and assets and inventors. Ensure that the Procurement activities are carried out in accordance with ZOA policies and procedures.
Duties and responsibilities:
- Ensure compliance to ZOA Procurement Guideline, SOPs, donor policies and government regulations.
- Perform Market Analyses by collecting, organizing, and analyzing market data and monitoring the Supply Market to ensure prices and Supplier offers are authentic and reasonable.
- Coordinate with concerned program staff to ensure Procurement Plans are updated, uploaded on ZOA Manager and action points are followed.
- Coordinate and provide technical support with the development of tender related documents referring to ZOA procurement policies and procedures.
- Effective lead procurement process with keen attention to value for money (effectiveness, efficiency, quality, good price etc). Seek support from Snr procurement officer where necessary.
- Apply due diligence in the selection of supplier/vendors and consult with related staff member when necessary to assess possible risks.
- Liaise with the Senior Procurement Officer and Operations Team to manage inventory update and track assets register and inbound delivery of procurement. Responsible for the execution and coordination of all procurements in Gedaref Office
- Ensure that the Procurement activities are carried out in accordance with ZOA policies and procedures.
- Any other duty that is reasonably consistent with the key tasks of the function
Minimum Qualification, Skills and Experience Required:
Competencies:
- University degree or equivalent in Supply chain management, Business Administration, Economics or related field.
- At least 3-5 years’ experience in similar role with INGO and related processes and systems.
- Experience in Procurement & logistics and coordination is complex setting is key advantage.
- Demonstrate strong understand of context e.g Market trend, security issue, network etc.
- Experience in managing donor’s funds such as: Dutch Foreign Ministry, EU, FCDO, USAID, UN agencies, GIZ is preferred,
Skills & Attuide:
- Ability to work effectively under pressure and to manage competing priorities.
- Able to work in a team and link up with external actors, partners, internal ZOA Staff (advisors, management and field staff);
- Ability to see the big picture while focusing on the process and procedures that are necessary to produce deliverables;
- Attention to detail and analysis ability
- Good written, spoken English, Arabic is an asset;
- Ability to meet deadlines;
- Good computer skill; Microsoft office
- Ability to effectively defend compliance to ZOA and donor procedures;
- Flexibility and the ability to thrive in a fast-paced environment;
- Excellent interpersonal skills and a team player;
Special Requirements:
- Willingness to work outside office hours, especially in emergency relief & emergency situations as/and when requested to carry out any necessary tasks.

WE OFFER: The salary scale for this position is ranged between H 5 -H6 (893-937 USD)basic salary per month based on qualifications and experience.
