The primary purpose of the position is overseeing implementation of the day to day (WASH and other camp activities) and ensure that they are well planned, timely implemented, and fulfil the technical, social, economic and environmental requirements / standards.

Contribute to ZOA emergency response programs including different components such as WASH, Nutrition, food, Education, etc.

The position requires extensive and continues communication and feedback with beneficiaries, partners, concerned ministries and authorities and program staff at all levels.

MAIN TASKS & RESPOSIBILITIES/ ACTIVITIES:

a) PROJECT SUPERVISON

  • Supervise and Guide WASH & Emergency team in sanitation and hygiene promotion programming and coordinating with relevant institutions in this regard.
  • Ensuring comprehensive and quality implementation, including adherence to technical guidelines, administrative systems, and established deadlines.
  • Evaluating the relevance and appropriateness of current and future programming in relation to water, sanitation and hygiene promotion in the local context.
  • Advising on mainstreaming gender, protection, and DRR in project and program activities.
  • Preparing the activity plan and monitoring and evaluation system for the project(s).
  • Analyzing the baseline study data to determine the underlining needs of the beneficiaries.
  • Contributing to contingency planning for possible WASH emergency response if required.
  • Plan and ensure effective implementation of community organization and mobilization activities in collaboration with partners, institutions, local committees and other stakeholders.
  • Support community-based Organization’s local NGOs to engage, perform assign tasks, monitor, evaluate, document and share learning with project staff and other stakeholders.

b)TRAINING

  • Train local partner staff and community-based organization in planning, implementation, monitoring, documentation and reporting of project activities.
  • Identifying and addressing staff training needs, opportunities, coaching and support mechanisms.
  • In collaboration with M&E and project coordinator ensure that plans are implemented as per activity plan, indicators monitored, and data fed into the M&E system.

c) REPRESENTATION

  • Representing the organization in relevant forums, meetings, events and activity in coordination with the supervisor.
  • Collaborating and coordinating with the WES, Ministry of Health, partner Organizations and other stakeholders on WASH issues at locality level in consultation with the Programme Coordinator.
  • Participating in locality level WASH meetings and other relevant humanitarian/recovery coordination meetings
  • Ensuring that all relevant stakeholders have information about the organization’s background, program, objectives, working areas, duration of programs and activities in the field.
  • Ensuring that there is visibility of program activities and the tole of ZOA, the donor and partner in program implementation.
  • Promoting and reinforcing relationships with locality technical authorities.

d) REPORTING

  • Produce weekly and monthly summary of activities of the assigned project localities.
  • Provide input into the compilation of quarterly and annual reports.
  • Participate in planning and reporting meetings.
  • Provide written reports to the program Coordinator.
  • Capture, document and share success stories, challenges and learnt lessons with supervisor and other stakeholders in consultation with the supervisor.

e) GENERAL

  • Carries out any lawful and reasonable duties / instruction given by the supervisor.

Minimum Qualification, Skills and Experience Required:

COMPETENCIES:

  • University Degree in Public Health / Civil Engineering/ Environmental Health/ Education or similar discipline.
  • Minimum of 5-7 years working experience in the field of WASH/Education.
  • Trained in   CLTS/CATS/ PHAST approaches is preferred.
  • Training in gender and FGM issues would be an asset.
  • Good computer literacy levels, with specific reference to MS Word, Excel, Access and PowerPoint.

Knowledge and Experience:

  • Technical background and decent experience in the indicated field at least 5-7 years
  • Commitment to the vision of the guide, principles, values and implementation strategies.
  • High level of project management skills and budget monitoring.
  • Leadership and ability to guide and support multi sectoral team, mainly in emergency context.
  • Adherence to ZOA Code of Conduct.
  • Good planning and time management skills. 
  • Good communication, documentation and reporting skills.
  • Strong engagement, coordination and community mobilization skills.
  • High level of Integrity 
  • Energy and willingness 
  • Exceptional command of the English language. 
  • Meticulous attention to detail

SKILLS: 

  • Fluency in written and spoken English and Arabic.
  • Good reporting and communication skills. 
  • Ability to work fast, meet deadlines and pay attention to details.
  • Experience in cross-cultural settings would be an asset.
  • Experience dealing with sensitive topics and an appreciation for how these issues are dealt with in different cultural contexts.

Knowledge of Integrated Water resources management.

SPECIAL WORKING CONDITIONS:

  • Must be able to travel to field remote rural project sites (sometimes overnight) at short notice.
  • Must be prepared work long hours and sometimes on weekends. 

The candidate will subject to Member check /COTER procedures, which is against Government Sanction lists to verify that the candidate is not on any of these lists. This counter-terrorism check is a requirement of Donor Government Regulations and is therefore an important part of an employee’s ability to fulfil his/her employment requirements before signing the Employment Contract with the Organization.

WE OFFER: The salary scale for this position is ranged between J 5 & J 6 USD (1,548-1,669) basic salary per month.
