Duties and responsibilities:
KEY AREAS OF ACCOUNTABILITY:
Programme Support:
- Oversee education program implementation; lead program strategic, financial, and program planning; ensure efficient systems are in place to support the program, develop and maintain effective utilization of resources in compliance with donors and Save the Children policies and procedures.
- Provide regular updates on the context and situation of children and updates on project implementation.
- Lead on establishment of funding for the sector, including contributing to the development of high-quality concept notes and proposals, and engagement with donors and technical advisors.
- Oversee the delivery of the Quality Learning Environment
- Lead technical assessments in coordination with other Save the Children thematic areas and/or other external sector agencies, ensuring assessment findings are documented and that all assessments include a specific analysis of children’s needs.
- Prepare timely programme and donor reports on project activities in compliance with Save the Children Global Education initiative indicators and any relevant external donor requirements.
- Work closely with the HR team, identify technical staffing needs for the education sector, and ensure rapid recruitment, induction and training of new staff.
- Identify programme supplies needs and coordinate with the logistics team to put in place a clear procurement plan.
- Use appropriate participatory techniques with children, parents, teachers, school administrations and PTAs to identify and implement suitable activities that provide quality education in a safe, protective and inclusive environment. Working closely with the Monitoring, Evaluation, Accountability and Learning (MEAL) team put in place a sector M&E plan, ensuring this links to reporting requirements capacity build technical field staff in carrying out the work and provide inputs in the preparation of baselines/evaluations.
- Lead on the process of applying informal education modality RTL.
- Develop, implement, promote and report on a range of awareness campaigning initiatives in consultation with MoE, students, teachers and PTA and relevant staff to ensure parents are supportive to their children (especially girls) to access and retain in school.
- Work in a coordinated manner with the other projects, and sectors to create synergies and integrate cross cutting issues.
- Manage and oversee all aspects regarding Education Program Campaigns and Advocacy activities including negotiating agreements, MoUs, developing implementation plans, contracting consultants, as well as evaluation and reporting.
- Develop and implement innovative strategies for maximizing the effectiveness of the campaigning and advocacy activities using a wide variety of tools/ including e.g. digital/ new technology tools.
- Provide opportunities for students, teachers and PTA to develop capacity to act independently and jointly on awareness campaigns and advocacy regarding children’s access and retention in school.
- Develop and maintain effective working relationships with relevant actors e.g. media, drama, and partners active in child rights.
Capacity Building:
- Identify learning and training opportunities for Save the Children staff and partners and work as a mentor and role model for new staff that may hire and those with little or no education experience.
Representation & Advocacy & Organizational Learning:
- Ensure that Save the Children’s planning and work is coordinated with other agencies and the Government and take a leadership role in meetings with the State Ministry of Education, Interagency Coordination meetings/forums, State Advisory Committee (SAC) and other relevant forums.

Minimum Qualification, Skills and Experience Required:
Qualification: Degree in Education or related field, Social Sciences, Public Health, or agriculture, master’s degree is preferable
Experience:
- Minimum 5 years of experience working with INGOs in community mobilization approaches and management of projects.
- Previous experience in managing a team as well as extensive project management skills.
- Experience of and commitment to working through systems of community participation and accountability
- Demonstrated monitoring and evaluation skills.
- Proven capacity to supervise, train and coach staff.
- Experience in representation, including sector coordination, and ability to represent effectively in external forums.
- Experience in preparing successful funding proposals and concept notes for donors
- Ability to write clear and well-argued assessments and project reports.
- Excellent communication skills
- Strong influencing skills and experience in advocacy
- A high level of written and spoken English
- The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
