Overall responsibility/ overall purpose of the position

The Information & Communication Technology (ICT) Senior Officer is responsible for all ITC technical issues and maintenance of assets throughout TGH mission in Sudan, including the the field offices (Geneina, Foro Baranga, Golo, Bendasi, Um Dukhun, Zalingei), as well as the training and capacity-building of TGH staff. 

The ICT Supervisor will be based in Golo or Zalingei with frequent field visits to TGH bases in Darfur. The post-holder represents Triangle Génération Humanitaire (TGH) with professionalism, honesty, and commitment when performing his/her tasks in the field.

Responsibilities and Related Tasks

  1. Information and Communication asset follow-up and maintenance
  • Manage ICT tools and devices throughout the mission (especially in the field offices).
  • Diagnosse and resolve usage or maintenance issues with the ICT assets (computers, printers, radios, phones, etc.)
  • In coordination with HQ ICT Consultant, guarantee the activation and setup of email accounts for TGH personnel through Microsoft Office Outlook and maintain them regularly to ensure they are current.
  • Regularly update the ICT inventory in coordination with Logistic Coordinator.
  • Repair and/or replace broken or non-functioning spare parts; prepare a technical report on all un-repairable items
  • Design a contingency plan together with the Log Coordinator and manage the contingency stock 
  • Test new ICT items before sending them to the field; install them at field level 
  • Ensure laptops sent to the field have the necessary software (anti-virus programs) and make sure that it works properly; upgrade it or install missing programs when needed
  • Assist in the setup and maintenance of basic office IT infrastructure, such as printers, scanners, and photocopiers.
  • Assist in the setup and configuration of audiovisual equipment for meetings, workshops, and training sessions.
  • Ensure the good use of ICT tools and devices in all TGH offices, in coordination with Logistics Managers and ICT Focal Points).
  • Support train staff members in the use of standard office software applications, including word processing, spreadsheet, and presentation software.
  • Brief new staffs on how to use ICT properly, including when new items are installed
  • Ensure that users physically clean the ICT tools and devices regularly; coordinate with logistics team to ensure that appropriate cleaning materials are available at TGH bases.
  • Devise and manage an appropriate system (in external drives or online where feasible) for TGH laptops to be backed up regularly, in coordination with Field Coordinators and program and support department heads.
  • Devise and manage an appropriate system to ensure that computers are regularly defragmented and virus-scanned; make sure that data are sorted properly and cleaned/ deleted regularly
  • Inform the Logistics Coordinator about any difficulties regarding maintenance issues and missing spare parts, and any misuse of equipment by staff
  • Ensure the good functioning of network connections in TGH offices, in coordination with the Logistics Managers and ICT Focal Points.
  • Ensure that the radio and VHF network are up and running
  • Follow up the internet connection accounts in each field office
  • Liaise with connection-providers (internet, radio, phone, etc.) on technical isssues.
  • Assist in the set up and maintenance of internet and other communications networks in TGH, including network and, when necessary, telephone wiring, installation of sockets, preparation of patch cables, and testing of cables and sockets;
  1. Skills transfer
  • Establish and support a network of ICT Focal Points among TGH staff across Sudan mission.
  • In collaboration with the Logistics Coordinator and the Field Coordinators, select at least two staff in each TGH office who can be trained to carry out basic ICT maintenance and technical advisory tasks with their colleagues. 
  • Develop and implement a training program with the ICT Focal Points to raise their capacities; carry out maintenance tasks (in-person during field office visits and remotely) with the selected staffs following an “action learning” methodology
  • Provide advice and troubles-shooting support  to computer users across TGH Sudan mission:
  • Daily answers to software related questions to TGH staff
  • Give advices on on how to use ICT equipments properly
  • When not at field offices, provide remote technical support.
    • When needed update the procedures for the use and maintenance of ICT devices
  • Draft and regularly update ICT training and usage resources (checklists, user guidelines, etc) for dissemination to TGH staff.
  • Participate actively in the training courses recommended by TGH, and share the new skills and knowledge learned with colleagues.
  1. Capitalization

Oversee the gathering and reporting of information about ITC issues, identifying lessons learned and gaps to be addressed..

  • Report common problems and main ICT issues to the Logistics Coordinator, with recommendations on solutions.
  • Collect and classify ICT-related files and make them available to the Coordination Team
  • Identify best practises throughout the mission, formalize them and share them among the staff
  • Provide advice on technical specifications for procurement of new equipment (laptops, printers, etc), and assist in the pre-qualification assessments of ICT suppliers.
  • Review the MEAL and Program staff needs for ICT equipment and software in field activities (Kobo, etc) and provide guidance to them on best practices.
  1. PSEA & Safeguarding: 
  • Respect TGH PSEA &  Child Safeguarding Policy.
  • Ensures that TGH staff and partners respect and implement the Child Safeguarding Policy.

The post-holder is required to perform any other duty as assigned.

Minimum Qualification, Skills and Experience Required:

Knowledge and skills required

  • University degree in IT-related subject, or equivalent in other training and experience
  • A minimum of 2-year experience working in a similar position within a private company or an INGO
  • Experience in the maintenance of IT devices, and in designing and providing computer training
  • Proficiency in English and Arabic (both written and oral)
  • Proficiency in computer applications including MS Word, Outlook, Excel, Team viewer or other remote access tools, and web-based tools
